When an update process is still running in the background, this error happens.
The update process continues in the background until it is finished, even if an update window is closed.
After the updater finishes, if the server is up and running, it will launch automatically.
When the background update is finished and the service is displayed as "Already Up to Date" in the Steam update panel, this error will disappear.
Additionally, because the updater's files are still in use, you will encounter an error when attempting to remove the Steamapps folder.
In this case, force validation is not necessary.
